[Gmsh] IGS import scaling

Hi,

It's hard to hear that OpenCascade code is not quite open 
<http://www.salome-platform.org/forum/?groupid=12&forumid=13&thread=1053>, 
and it's harder still to hear that it's buggy too.
I hope it's benefit is worth it.
