[Gmsh] Gmsh new boundary layer mesh operator

Hi Alex - No; if you change the definition of surfaces, you will indeed want to reparametrize the mesh vertices so that the transfinite algorithm (which works in parametric coordinates) can compute the new vertices correctly.
