[Gmsh] Interior Element Growth

Hello GMSH mailing list,
i am creating random 3D Voronoi tesselations and shrink the grains in 
order to make space in between for a matrix. The result should resemble 
asphalt concrete.

As I am performing a mesh convergence study, I realize that I need 
extremely fine meshes in the matrix between grains, but not within the 
grains. How could this be realized?

I thought of defining attractor fields in the matrix, but these only 
work properly for lines. I tried to create a FacesList, but GMSH does 
not generally show any refinement, even for only one face in the list.

I've attached a small working example. Face 39 is only refined partially 
on my machine, there is always some unrefined area. Face 42 does not 
refine at all.

I am running 2.8.4.

The documentation states that attractor fields for faces are 
experimental. So if this does not work, is there another possible solution?
