[Gmsh] Trouble setting up physical surfaces (bounded by circles) on GUI.

Hi everyone!

I'm trying to create a geometry (which consists entirely of circles) that contains different regions in which the vector Helmholtz equation will be solved: a dielectric ring with a periodic arrangement of pairs of air bubbles, with air regions inside and outside the ring, and a pml beyond the outer air region.

So far, I've done everything with the GUI, and I have it looking the way I want. But I've had problems defining the 'Physical Surfaces'. I can define the physical curves correctly it seems, but when using Physical groups>Add>Surface, I do not have the ability to click anywhere and define them. Apparently broken grey lines are supposed to appear that would indicate possible surfaces? I've created the circles with OpenCascade, if it makes a differences.

Attached in this email is the file I've been working with. I'm on GMSH version 4.0.6.
