Doesn't this happen automatically?

If not, try launching Gmsh for the command line with the name of a GEO file, even if no such file exists; i.e.

$ gmsh tobecreated.geo

or

C:\Users\gdmcbain> gmsh tobecreated.geo

then that should be created and GUI commands appended.
