[Gmsh] generate mesh in area with (large variation in z

I have a large command area with irregular topography ( large variation in
z values) in which I want to generate mesh.
Because the  "plane surface" is not plane for this case: the z-coordinates
of points on its boundary range from 1 to 90. GMSH 4.3.0 computes the
"best" plane surface in the least-square sense, some of the
z-coordinates are showing  negative z-values.
Please help me to generate mesh for the cases with large variation in z
values ?
