[Gmsh] 3D meshing problem

Hi, I'm trying to make a coaxial conductor that is attached to a box.  The geometry file is attached below.  I can mesh the box and the coaxial conductor if I generate them in separate files.  However, if I put them all together, even though I still can generate 2D mesh, I wasn't able to generate 3D.  Is this some kind of bug, or did I just simply overlooked something?  Thanks.
