That's a NO.

The file format you're refering to is UGS's internal file format for Solid
Edge (Parasolid based, I'm sure). You can however export your CAD model
(part) as a STEP or IGES from Solid Edge and you'll be able to import the
*geometry* into Gmsh 2. The you can mesh and create the msh file.
