[Gmsh] Bug with Frontal and Delaunay 2D mesh algorithms

Dear Christophe,

I have observed a minor bug associated with non-uniform orientation of
surface facets generated using Frontal and Delaunay 2D mesh algorithms. The
discrepancy causes the 3D Netgen volume mesh generation to fail.
