[Gmsh] mesh with embeded points

Hello I need to create a mesh which includes a given set of vertices inside
a boundary (2D or 3D). There can be extra vertices but I must have the
vertices i give. Can you please tell me how to do this? I am able to get
close a points to a surface but some of the given vertices are not on the
mesh nodes. This happens near the boundary.

Have a look at the attached test case. If it is not possible to do this
with gmsh, can you suggest me some other software??
