[Gmsh] Gmsh being able to both refine and unrefine?

Hi all,

Since it is not very clear from tutorial example No.7, I want to confirm
the competence of Gmsh via this email. If I set the scalar value at a node
in a background mesh to be a value which is bigger than the old local
element size, can Gmsh actually unrefine the mesh around this node? I am
seeking for a mesher which is able to do both refinement and unrefinement.
