[Gmsh] Gmsh failed to mesh a simple 2D region where there is a point with a very small element size.

I encountered a problem. The GMSH failed to mesh a simple 2D region where
there is a point with a very small element size, As below:



How to fix it and make it mesh successfully without changing the mesh sizes?
