[Gmsh] Physical regions for GMSH meshes w/o geometry files?

Dear all,

Is there a way to define physical regions on a mesh, *without* having
the corresponding geo file? Specifically, I have a tetrahedron mesh and
want to define physical surfaces for boundary conditions, but I lack the
geometry information.
If not, do you know of other tools that can do such a manipulation?
