[Gmsh] 2D mesh error

Hello,

I wonder if some one can help me to get the mesh working for the attach 
file.
This file is compute from a gds2 file.
All point's element size are calculate regarding the neighbors points.
The 2D Mesh as systematic and random error.
The systematic error come from bottom Metal3 face (geo file line 398039  
"Line(280921) = ").
The random error come from top or bottom Metal2 face.
I tried to increase/decrease a bit the related elements size with no 
improvement.

I does the test with gmsh 3.0.2
