[Gmsh] Element neighbours

Hello all,

It seems there is some latent interest in the neighbours problem for a
given mesh (i.e., a map from elements to neighbours across faces) shown by
a few older posts on the subject. The 2009 Gmsh paper states that some
meshes have internal storage of element neighbours (c.f. section 4.4.1)
while the Tetgen algorithm sometimes used by Gmsh has methods for returning
lists of neighbours. Would it be possible to include such a method in the
Gmsh API? I would be interested in contributing if pointed in the right
direction. The ShowNeighborElements Plugin is one entry point but I
hesitate to start there since it seems that approach would duplicate things
already done during mesh generation.
