Yes, but it is still (very) experimental, i.e., slow and buggy...

No. If the geometrical extension of the background mesh is larger than
the actual geometry, Gmsh will simply use the part that overlaps the
geometry. If it is smaller, Gmsh will try to get the characteristic
lengths from the closest points in the background mesh.
