Hi Kim - We have very little (no ?) experience with Windows DLLs. The only DLL I have ever generated for Gmsh is the one that I build automatically every night using the mingw compiler to build the dynamic Windows buid (see http://geuz.org/gmsh/bin/Windows/gmsh-svn-Windows64-dynamic.zip).
Maybe other people on the list can help...
