[Gmsh] meshing more than one volume in contact

Hello, I have create a bridge geometry in autocad and i have export an iges
file (see attachment)
The geometry consist from the column, the deck and the prestressing
tendons. I use and a merge file so I can control the element size and the
physical volumes.

I want to create a 3d mesh but the problem is that I have more than one
volumes and the gmsh create very small elements for the tendors and large
elements for all the others with without keep the conections between two
meshes.

Can you help me ?
