You can call the optimization passes manually with
OptimizeMesh "method";
The options define the default passes that will be applied automatically in the meshing pipeline.
(Laplace smoothing and node relocation are not for high-order (curved) meshes.)

Some are classical (Laplace smoothing). See http://gmsh.info/doc/preprints/gmsh_untangling_preprint.pdf for high-order mesh optimization.
